Go to Dashboard -> Appearence -> Customize -> Additional CSS -> Paste css code here

Is there a more complete way to address this please?
The solution provided can only remove the animated logo “bounce” and add a static logo.
Where is there animated owl logo called to be replaced rather than hidden?

Loader is made up of css styles, Are you planning to upload image for loader? If so, upload the image and let us know
